Right but then he realized the stock was tanking and he needed a pump. So he grabbed a pal and copied a previous PR to pump it up. Granted there might be some legitimacy to the PR fulfilled by Steve Rottman but he likely embellished it.

Now the army has been told to not let it drop below a penny.

I’d bet they hold onto the fins until they have positive news to counter the PPs effect.
