the FDA approval is key to distribution to hospitals, health care institutions, doctors etc EUA approval is needed to give to the public directly-we can assume that if it meets FDA standards, the EUA will be close behind in their approval-as far as the delivery of the kits, all parties involved, i assume, are in it for the money, so delivery (sales will not be an issue) will be worked out to meet the demand-we, americans, will be much safer because of PRED (staying on topic)
