Question....so the vice president and CEO have been buying shares on the open market every month for at least 6 months....why/how are they buying some millions at .025 then the share price was only sub penny at the time?

Just looking at all the Form 4s filed on OTC Markets and theirs a ton! Like, hundreds of millions of shares accounted for.
