Federal grants are extremely competitive. Who is more likely to get federal funds to develop a drug?

1) A drug company who employs seasoned pharma scientists, with a long track record of successfully bringing new drugs to market, or

2) Diwan, who has no experience or education remotely related to drug development, and who hasn't even managed to file an IND application after 15 years and $100 MILLION purportedly spent trying.


Scientists review these grant applications, and the track record of the applicant, expertise and experience of the scientific personnel involved, and the likelihood of success, are all heavily weighted.
