No, they are tied to no one. But BETTER: its an institution, that test` s technical products and the like, and give them an approval.
ADDITIONALY: For cars: we have all,over the country (germany) in some big towns more than one stations of TÜV and every car must go there evry 2 years to get the technical approval, that the car is o.k. and is allowed to use for 2 more years!
