Legal Naked shorting briefly by MMs is a normal part of their job processing orders for thinly traded stocks during the day. If they didn't, OTC would come to a screeching halt.

There have been a few instances of ILLEGAL naked shorting over the decades, which has I believe has been reigned in with recent law changes.

"It is easier to fool someone, than to convince them they have been fooled."

For those that don't get it, it means that people need to be more careful, and do good due diligence...
