A biological weapon that kills less than 2% of the people it infects is not a very good biological weapon.
We have not been given information as to the sequence of events. It could have been a biological weapon that got out accidentally. The nature of the "mutation" of this virus is under debate, some say it's natural evolution, others disagree (I'm talking about virologists).
In any case, AFTER it got out the CCP not only allowed it to spread worldwide, but fought efforts by other countries to shut down travel from China, and hid information that could have made preparations possible and thus prevent a massive blow to this country and others.
By any legal definition this is tantamount to negligent homicide and/or accessory to murder. Imagine if your children had a highly infectious, deadly disease, and you, with full understanding of the consequences let them go to school where hundreds of kids are infected and many die. Somewhere between murder and accessory to murder. No excuses!!
