I would debate this. I'm guessing that the entire cache dissipates much less than a watt in idle. Not only is cache a very minor part of the total power, but Intel has put a serious amount of technology into gating their cache to minimize power. The SRAM cells themselves can go to sleep when not in use, dissipating almost zero power at that point.
