I think there has been 4 ceo's from the beginning of this shell. There has been 2 ceo's of CDEX-Inc.

However, maybe there has yet to be a business enriched ceo of CDEX. One could easily conclude that CDEX may have not had the best people in the proper positions for the optimum positioning of CDEX-Inc.

I think it is clear, that the tech has merit and works, which would lend me to speculate that the marketing of the tech has been weak.
