They need to really do it. Hire an investment banker and put out a press release saying they are exploring strategic options. First the insiders need to award themselves some stock. That's an incentive that is missing. Even easier and quicker would be to convert the deferred salaries to equity at current market price. Cleans up the balance sheet, shows confidence in the stock and incentivizes management to get a deal done.
