It is true poison oak does not go as deep perhaps than the creams...There are basically 6 layers of skin, and underneath is the derma...throughout the layers os. Skin are Mellon sites..which release the pigment when the skin is exposed to the sun...even the sun itself with its ultra violet rays..penetrates the skin..that causes the mellon sites to release the pigment to produce a tan...We get a tan to try look better etc..
But the skin releases the pigment to produce a shield..throughout the skin and it’s layers are nerve receptors..
These nerve receptors...have been reached by the oil that the poison oak produces.
Your right poison oak may not penetrate as much as the creams..but penetrate it does does.

Even the smoke from poison oak if it’s burned can as a result of the lungs inhaling reach the lungs.
The nerve receptors are throughout the body...one receptor can signal another nerve receptors.
We are as the scripture says...Fearfully and wonderfully made..
