At the time there was not an environmal need and it was more financially sound to stay with what the current air filtration systems were. That has now all changed. Blue prints for massive recirculating shipboard purifyers exist and as stated it could be entirely possible through the War Powers Act that Trump could order all Naval Ships to be fitted with KNOS technolog and order major manufacturing companies to immediately begin production. BRO!!!
