Here's the effect of the May 15 update of the December 17 description:


This assumes that:
1. Microsoft Word document comparison is matching things up correctly
2. The "Comments, Clarifying Questions and Responses" Section (to list item #3), "Responses" section and "Primary Point of Contact" sections are not included in the May 15 update. Conversely, they may not have been included in the event that they were unchanged, not omitted.

So let's have your thoughts, anyone.

Mine are:
1. The MAC is still there, and this is an update on that. So it tends to prove that the MAC is progressing to an award.
2. The startup date for the ten years is not mentioned, but it is now past March 31, 2020 that appeared in the draft. The startup date should be revised.
3. It may be that it is now too late for responses, being a deadline of January 8, 2020. So it could be interpreted that all language about responses is intended to be omitted and the May 15 update actually does that.
4. Maybe the May 15 update is a correction needed so that the award can quickly be announced, and so the award doesn't violate the latest public announcement.
5. The share price is not reacting. Thus, the update is not a clear, material change.

To sum up, I think we are seeing progress toward the award.
