i'm thinking buy opportunity. as for why the delay, from my personal banking experience and discussions with people around the world, is seeing lots of delays, limitations, etc. PR indicates they are still moving forward with it, just don't have the shares. There's are restricted anyway so no 'rush' needed imo, even though i'd like to see the OS officially reduced in filings or TA verified on OTC. $IQST 057's cheap adds
