Of course they would have been done without covid. But covid happened. There is interest in the stock which allowed preferred holders to convert. No more overhang. Only 14 million shares out. BILLIONS have been allocated for a vaccine that have yet to be dispersed. GOVX has a tremendous second chance opportunity.
