No, being registered is important, 'submitting' hand written incomprehensible meaningless forms to the SEC is not SEC reporting.
Weasel word it all you want, it still doesn't make it true.

And attempting to imply SEC compliance and proper reporting standards is suspiciously fraudulent conduct.
Is this what the principal of accr is attempting? To most sane people this does not look commendable.
