Zero to do with a non existent new rule. But, they have until August for Bid price, November for market value. But, with approval next week, they can RS without notice anytime they wish. Currently, they just want to max the OS, blowout the AS. And of course, they are almost doubling the AS with the same vote. Double whammy. But, explains the fictitious news blurbs, little girls on Twitter telling tales, comical fake news blogs, etc...trade accordingly.
