interesting- so let's say next round of tests are good. Who will run the B clinical trials?

Will big Pharma then pick up the ball and drive a deal with IP and that will send share price way up? If these May tests are good. And the Pharma company will then take the lead? Or is that too risky for them, and they will wait it out, as they are now watching and waiting, for the govt to finance all testing. And they will then wait for the govt to run real clinical trials to see if B works?
