I think this demonstrates the problem that appears to be the case with many of PCTL's suppliers, namely they apply their own name to PCTL's products, including the liquids. Perhaps if you read their literature you'll see it's provided by PCTL, but it's often not clear.

If someone purchase a gallon of HOCL from PSTI it would probably have their label, but if you buy it from ACE, it will probably have a different label as they're either buying much larger quantities and rebottling them, or producing them on PCTL equipment they own, or lease. Without knowing which distributor owns what it's impossible to say who's purchasing the fluid from PCTL and who's licensed to make it with PCTL's equipment in their facility. Regardless of the specifics of how it's done, PCTL gets paid.

Many car dealerships put their name alongside that of the maker of the car, it really doesn't matter who you buy it from, a Ford is a Ford, and a Mercedes is a Mercedes regardless of who you purchase it from. The same can be said for our Annyhilizer. I know the company didn't develop it, they purchased the rights to it, what I don't know is if the originator actually had units installed anywhere, or if all installed units were produced by PCTL. I also can't say if model improvements have been made over time, or if today's is identical to the first one ever produced.
