It is not that they can't it is more like they just will not do anything about it. The Government will get evolved in a case once every so often and only when it is so out of the normal realm such as ENRON to make it look like they are doing something. The very ones who we elect in hope of protecting us from things like this are the very ones who are controlled by big business. That is who runs this country not the PREZ or Congress. It is a bunch of wealth men sitting in private clubs with bank accounts larger then most countries who call the shots.
