Of course, volume will only decline if there is no EUA, no market, and no production. Why would volume decline if they get not one, but two EUAs? We KNOW there is a market (cf. the media relentless pounding the "it ain't nearly over" slogan) and proving production access and capability should not be too difficult, if it is there. Therefore, the statement 'volume will decline with time' is a contingent statement - contingent upon several factors.
