trades have to "clear". some brokers are self clearing. others, like tda are not and use dtcc for clearing services. when a stock is suspended by the sec, the dtcc also "suspends" clearing services. theoretically, when the suspension is over, dtcc should issue a "resumption of services" notice. lately, they have been late and tda customers have not been able to trade for a day or two while folks with other brokers have. here's the link. you will see the suspension notice listed now. watch the link when the suspension is over. the resumption notice will appear right below it.
