a) It's been printed here several times that Fannie and Freddie had $95 billion in capital July 2008. Straight from FHFA website:

b) They are operating in a bogus conservatorship. Their lack of capital is because their conservator failed to preserve and conserve.
c) Their current capital, plus the $124 billion in overpayments gives them $148 billion. They are in great financial position.
