So, grey market per FDA or SEC or both?

So, must PRED now somehow demonstrate they adhere to the Drug Supply Chain Security Act? Is that what their first order is contingent on? To my knowledge, they have never been involved in any international drug supply chain with their previous non-products. Could this be the reason for suspension--afraid PRED can't comply?
