You have to call or get someone on chat and ask them to be coded for OTC, they'll read a disclaimer to you that you agree with risk associated with OTC and then they'll unblock OTC for you.

Also, I think if there's a STOP on the ticker, regardless if you're coded for OTC they will never let you buy it.
