"The PSC negotiations with the oil and gas authority in Sao Tome and
Principe (the “ANP-STP” or the “Authority”) are complete, and there
are no further significant commercial obstacles to achieving completion
of the Block 4 Transaction well in advance of the 30 November 2017
longstop date."

Pursuant to Article 7.2(b) of the SPA, neither party is entitled to rescind
the SPA prior to the longstop date of 30 November 2017;

And what does that mean: "Commercial obstacles"... ? Oil crisis, lol?
