The stock will first open on the grey market...without bid/ask...only matched trades which in most cases will have to be called in.

At some point a market maker may ask OTC Markets to move it to their “Expert Market”. Some may get excited when they see this as it appears that the stock has left the “grey market.”...

...but it hasn’t.

All that would be happening is that OTC Markets would be allowing broker/dealers to use the trading platform OTCLink privately to share quotes. If they are unsolicited they can be published...which would still be allowed under 15c2-11.

This may allow some liquidity to come back...but the market makers still can’t “make a market” in the stock.

There has been a lot of debate about “Expert Market” as its seems OTCM is labeling it in a way that could be misleading. Apparently FINRA doesn’t care...as at that point people are free to take a risk no matter how dumb it is. But someone promoting the stock can make some hay with it.

It is also important to keep in mind what may drive a MM to get OTCM to allow OTCLink to be used privately...someone with a lot of stock wants to move it...and gets their broker to make the request.

At best it may be an opportunity to preserve some capital that might not otherwise be available.
