My understanding:
This presidential decree, once published in the Gazette, becomes law. It likely will reflect what was spoken this morning, imo, which will be a bird’s eye view of the decreed recovery plan.

The details will be unveiled over the course of several days as there is a lot happening. AMLO used words like “immediately” and “urgent” in reference to implementing his decreed plan.

AMLO said on Monday that morning conferences on Wednesdays will be dedicated to updates on credits, Thursday’s on welfare programs, and Friday’s to Major Project Developments. I know many are looking for news the first part of next week.. My opinion, it will be on a Friday. Either this one or the next, but nothing between.
