I'm fortunate to be near a telco switch, so I get a 49.2KBaud connection. I can live with that.
You might want to buy a new "..Hayes.." modem from CDW, Inc. http://www.cdw.com/shop/products/default.aspx?EDC=205302
Hayes has been in business since the old 300/1200Baud days and has excellent filtering ($40+/-). It might improve your connection rates; it did for me - the factory modem was an el-cheapo junker.
