David Lazar's OTC SPAC's/CUSTODIAN Plays

Does anyone here scan the courts to find out which is the newest custodian play or just wait for a filing? I’m curious how most get ahead of the masses and get in early on these plays. I got stuck holding a stock I was trying to flip and then they got permanently revoked with Nevada SOS and a CE on OTC. They’ve been at .0001 for a few years with no volume. Suddenly it spiked to .01 on Thursday and fell back again today to .001, so still a gain.
My question is, is that movement someone either being stupid? Taking a chance? Or, could it be someone is buying some shares so they can be a “concerned shareholder?” Of course it could just be normal OTC shenanigans.
It was revoked 5 years ago and has an AS of either 500 or 600 million with a float of 67 million as of last reporting a decade ago.
Maybe the sudden surge of 9900% was an anomaly but it is what happened to me with another Lazar stock that I was left holding which ended up making me money.
