My opinion.. I could be wrong:

OPEC coming to an agreement to cut production allows market to stabilize. It takes the option for mexico to increase production off of the table which removes pressure from Nahle & AMLO to reactivate farmouts... the prolonged disagreements over farmouts have caused a great portion of the delays.
