Well, the Ministry of Energy and Business Council have been relentless in their disagreements on how to rescue PEMEX. The crash in crude oil turned the tide towards privatization, prolonging the fight.

If resolution is reached in the price war and the market stabilized, IMO Mexico will proceed without farmouts in the Energy plan.. which is AMLO's preference. That's why I think he wants to wait to see what unfolds..
