I think of QUTR and SOL* as sister Lazar plays. Custodianship for both was achieved on the same day. QUTR is about 2 weeks ahead of SOL* - Lazar just filed the 15D/A for SOL* a couple days ago. This just tells me Lazar is moving forward with his custodianships through the C-19 crisis, that filings are still being submitted and processed with the SEC and via OTC Markets. So he's still moving forward on schedule. I think we see QUTR filings soon! Just a guess, my own opinion, so do your own DD.
