I don't think PCTL would accept a buyout offer:

At least I don't think they should, and if they did, only if the buyer pays a significant future value, say at least $10 to $15 per share within the coming months. I say this because IMHO, if PCTL does in fact as they claim to have plans to significantly and continually ramp up sales and production, especially of their equipment leasing with its strong repeat monthly revenue, but also its licensing to others globally, on an ongoing basis beyond even this coronavirus situation, then they'll get to the $10 to $15 per share mark on their own, and likely within just a few years, two, three maybe. Could be sooner what with all that is going on, but I am being conservative in my assessment of this very real and very strong emerging new growth company. I also think PCTL will be dollars this year, 2020, and sooner than many are thinking.

These current penny stock prices are ridiculous, such an opportunity!
