Actually - there are multiple milestone payments to progenics and ABBV - it includes Milestone plus Royalty payments.
I believe overall CYDY will pay around 12-15% royalty. It had a big $3-5 million milestone payment for BLA submission (do not remember exact number)

One of my guesses for delay in BLA submission was - lack of funds to pay milestone money to progenies.

With $15 million secured - they can submit the BLA and pay milestone.

CYDY had raised funds @30 cents just few months back - if needed they can possibly raise money above $2 which is 7 times better - so raising $25 million by issuing 10 million new shares is not bad (10 million in 700 million is just a drop)

The higher SP is bringing some financial power.

One speculation - ABBV can be a buyer for CYDY as a cancer player
