I said I won't post on IHUB ever again, but I had to post once more just to set the record straight because a lot of people are either uneducated about how things work or they have hidden agendas.

On an as needed basis, INO has the ability via underwriter Stifel to sell 19.5 million shares at the market price (market price is usually the "ask").

Stifel won't sell any shares for less than $7.70.

19.5 million shares are the most that can be sold if priced at $7.70; the higher the stock price, the less shares will be sold, as the goal is $150 million.

INO plans to use the money to pay volunteers for participating in their clinical trials among other things.

Companies usually do at-the-market offerings when a major milestone and/or announcement is about to be achieved/made thus capitalizing on the projected liquidity thus higher stock price.

Believe it or not, we need shorts in order for stocks to rally 30, 40, 50...percent. So shorts please feel free to borrow, borrow, borrow cause great news is on the way.
