If you read the attorney letter that was posted you will see there are several directors.

This is from page 2 first paragraph.

I personally met with Mr. Zhang in Shenzhen, China, and I
met telephonically with a majority of the board of directors of the Company, including Mr. Cheng-Che
Lee and Ms. Hsin-Jung Lee. Unfortunately, my plans to meet in person with the board of directors in
Taipei, Taiwan, were cancelled due to travel restrictions imposed by governments following the outbreak
of the COVID-19 novel coronavirus. I reviewed the Information, as amended, published by the Company
through the OTC Disclosure & News Service and discussed the Information with management and a
majority of the directors of the Company.

Note he says he talked to a majority of the board...and names two of them so there is at least one more... if two is a majority then that leaves 1 more.
