Clearly, what they are doing now mirrors much of the plan and they have been pretty nimble in adjusting to the current reality, like allowing EUAs.
I have only been partly been able to go through the documents. Allowing stockpiles to be depleted and not replenished at both the Federal and (more importantly at the state and local levels) is a major problem. State and local preparedness seems to make a big difference. Washington State seems to have done a good job of containment. New York waited too long. I'm in PA and we started locking down about when they did at lower levels, but that has only been partially effective.
Since 2006 there has presumably been a huge shift in where these supplies come from. That is also a major problem that shouldn't have been allowed to happen.
Going forward there needs to be more emphasis on identifying surge providers in advance for equipment, vaccines and testing. It doesn't look like they wargamed enough scenarios and we allowed ourselves to be blindsided by lies from the WHO and China that cost valuable time.
