Any additional funds will be used to purchase additional ANDA's and on further trials. As said before, Nasrat owns too many shares to cash out in any way other than a buyout or a merger with a much larger company.

Doing a share buyback or a RS doesn't do anything. Follow the $, his conversion can take place at the end of this month.
