(Strat Petroleum Ltd. could)
"participate in the building of oil refineries".

There are millions of metric tons of oil sludge in resevoirs\storage pits across Russia (unconfirmed estimates suggest that between 50 and 80 million metric tons of sludge have been dumped over the past 30 years). Strat Petroleum Ltd. has begun to generate revenue through obtaining and processing a portion of this oil sludge in Russia. Many Russian refineries are old and continue to focus on refining oil pumped out of the ground and are not equiped to process the oil sludge output by the refining process. This presents a wonderful opportunity for Strat Petroleum Ltd.

Unconfirmed estimates also suggest that approximately 4 million metric tons of new oil sludge are being added to existing resevoirs\storage pits across Russia every year. Based on the above quote from the article, a conclusion might be made that Strat Petroleum Ltd. could be chosen to set up oil sludge processing equipment at the source of the output--i.e., right at the "back door" of existing refineries and new refineries that are being built. This would put an end to the dumping of oil sludge into resevoirs\storage pits. Hence, Strat Petroleum Ltd. finds a niche opportunity to "participate in the building of oil refineries".

Not only would Strat Petroleum Ltd. profit greatly from processing the oil sludge from existing resevoirs\storage pits across Russia, it would also profit greatly by setting up oil sludge processing equipment as part of new and existing oil refinery infrastructures. With new chemical based technologies, the final by-product of processing oil sludge is a near hydro-carbon free soil like compound that can be used in the production of fertilizers (a further profit generating opportunity). In such a scenario, Strat Petroleum Ltd. would not only help clean up the existing environmental hazard across Russia, it would set in place permanent oil sludge processing equipment that could feed back up to 90% of the oil sludge directly into the storage and distribution networks of Russian oil refineries.

NOTE: The above quote is taken from a recent Russian news article. The parenthesis are mine.
