The market BELIEVES that the distribution will be cut. The yield would NOT be over 20% if there was not a concern.

The sooner is becomes broadly accepted that management can avoid violating the loan covenants--restrictions on the distribution rate should the EBITDA go down by a certain number--the sooner ET gets back to a more "reasonable" yield of 8%-10%.
