In other words, this is a withdrawal of suspension of duty to file, i.e. they will again have a duty to file = precursor to filings to bring the company current.

Interestingly, QUTR had been behind SOL* (another Lazar ticker) by a few days in updates/filings, so traders have been able to follow SOL* and have an idea of what's next with QUTR. But this time QUTR is first with the filing.
