I'll bet the problem lies here:

A fight between the issuer(Megas) and the participants(brokers) for the cert recall. Brokers say: no, a company can't recall and Megas says, yes. DTC says...no..because of this rule in the regulations.

Please correct me if I am wrong on my dd.
