Make the check refundable to GOV if ??

i.e. if you make more than x dollars in CY 20 - it is to be refunded

i.e. if you were on salary all year with a slight bias up in amount earned (i.e. apparently not impacted0 - it is to be refunded

But get money out there NOW - do not worry who it goes to (i.e. if 40% goes to people who do not need it or deserve it under some set of rules)

GET IT OUT

It is a Liberal Economic model ---- and lets hope all DEMS and most REPS in Senate agree

Mail it - do not take 6 weeks like in last effort

If it can be out in 15 days that is great

That goes with expanded time on unemployment - faster and easier access

that goes with not collecting bills by CC and Banks

that goes with super expanded Food Stamps - I mean super expanded in $$ and who qualifies ---- so people can use the Stamps for food - and have tons more money for rent and gas and docs
