what do you mean without their permission?

if done legally - by the book - nothing in an IRA is borrowable

and then a non IRA account to have borrowable stock must be a margin account

And when you open such account - even if you do not borrow a dime - you have signed permission for the brokerage to borrow stock

read the agreement

best I know it is done everywhere

as I recall from many years ago - it is a hypothecation agreement

that is why I say - to reduce short selling - get rid of your margin acct
