You brought up a good point and one that I never even considered. The new technology versus old school politics and what drives those policies.
So the next question for the techies would be...is it possible to install software that would recognize the different codes and yet still be unable to recognize faces, pictures of buildings, locations, etc...when the camera was functional? And would it even be financial possible to the handset companies to try?
How do you advance the technology in sections of the world with all of those restrictions?
Is technolgy hindered so much that they operate differently? Do the companies in those areas have no barcode technolgy for scanning?
