My impression is that they are waiting on someone. Best guess is for political considerations for more likely for WNP to come up with the cash to fulfill their end of the contract.

Maybe there is a supply issue with the kiln or they actually have to add switchgear at the site to work with the rakes. Delay could be anything.

Without real news on the going on we can only guess. I do not think the weather will play into operations if they ever do kick off, once money starts flowing bad weather can be overcome.
