Penny stock companies never buy back shares! RETC has 8,000,000,000 A/S they will sell as many of those shares as they can. RETC has really been a SCAM since it began using the symbol three years ago. Will RETC have a rally, not likely, each time it has tried to bounce, it sold off and then went lower!
