Sure looks that way because they have not acquired anything other than a letter of agreement which might only mean they are going to use this company for advertising.

Did a search of Urban Core Institute, Inc. in and around the Tampa area and didn't come up with anything other than a shell listing at Sunbiz. Sounds like another sham is about to emerge out of this scam shell.
