Two things are positive:
1-Capital rules:
Layton believes that the focus should be on risk-based capital rather than an accounting-based leverage ratio. Which means the amount of capital requirements should not be big, of course less dilution for commons.
2-consent decree:
Layton also believes a consent decree is a creative idea that will allow new stock issuances much earlier than would otherwise be possible.
